Multilevel Bargaining and the Negotiation of a Regional Trade Agreement: A Classroom Simulation

This paper introduces a regional trade agreement simulation for undergraduate students. The simulation uses a multi-level bargaining framework, where students can represent governments, business groups and labor in three negotiating countries. Domestic interest groups in each country first negotiate among themselves before negotiating across countries, as they decide if protections should be eliminated for different sectors of the economy. By allowing students to experience international bargaining at different levels, students will gain a deeper understanding of controversial international trade processes.
